Overview

We are looking for a Senior Level Program Management Analyst who has exceptional skills assessing an organization’s programs, policies, and corporate guidelines and recommending ways to improve them. The candidate must be exceptional at analyzing data, producing information, and building comprehensive solutions to resolve work and performance-related issues. They must be confident in their ability to follow through on resolving escalated issues. The right candidate will have a strong desire and ability to build relationships with internal and external staff to ensure client expectations are met.

Required Skill Set

The Senior Level Program Management Analyst we seek shall have experience and a demonstrated ability to:

  • Plan, manage, and evaluate programs and provide recommendations to ensure effectiveness and efficiency
  • Negotiate and collaborate effectively face-to-face with team member and customers
  • Meet deadlines, and manage detail-oriented processes
  • Work proficiently with Microsoft Excel, Word, PowerPoint and company databases

Job Responsibilities   

The Senior Program Management Analyst shall assist the client in: (1) customer engagement as part of improving the customer experience and; (2) the preparation of performance metrics including, but not limited to, cost and schedule metrics with variance and identified thresholds.

Specific tasks include:

  • Follow through on escalated issues via an established hierarchy to achieve an industry-standard level of service contact throughout the lifecycle stages of a program
  • Establish and maintain intimate familiarity with the service desk management system and its relationship to the IT Service Management (ITSM) processes.
  • The Contractor shall represent the customer at decision boards as needed and appropriate to ensure resolution of customer issues
  • Assist with the identification of key performance parameters
  • Assist in the identification of performance attributes for information systems and their corresponding measurable value associated with cost and schedule

(Note – these attributes may be operational in nature, or derived from acquisition documentation for the systems, or assigned by mission owners of a system or application) 

  • Instantiate, maintain, and continually improve performance management programs, including, but not limited to the establishment of processes, data collection methodologies, metrics, presentation and tooling instrumentation, program area interviews, collaborative working relationships, training, and metrics
  • Produce metrics reports to various audiences within and outside of the program using dashboards, balanced scorecards and other methods
  • Integrate metrics presentations with SharePoint and other tools, as required.
  • Assist with the development and maintenance of documentation and schedules.
  • Assist with program continual improvement initiatives including those as part of an ITSM implementation schema.
  • Track milestones as established for Customer Satisfaction Indexing (CSI) initiatives.

Mandatory Qualifications

We’re looking for someone with a:

  • Master’s degree

(Bachelor’s degree and four years of relevant experience = Master’s degree)

  • Minimum of ten (10) years of specialized project management support experience with a Navy acquisition program or DoD agency

(Master’s degree = four years of additional relevant experience)

(PhD degree = five years of additional relevant experience)

Desired Qualifications

  • Master’s degree in Engineering, Business Administration, Public Administration
  • Experience in garnering stakeholder trust and positive client outcomes via strong managerial, interpersonal and business social skills
