Overview
We are looking for a Senior Contract Management Analyst who will support the Government’s Procurement Contract Officer (PCO) and Contracting Officer Representative (COR) Team. By providing the knowledge and expertise to maintain and implement effective order-to-pay processes, the ideal candidate shall help the client effectively align organizational goals with procurement services. They will leverage what-if simulations with contract templates to accurately recommend contract terms. They will coordinate ongoing projects between the client, Contracting Officer, and service providers.
Required Skill Set
The Senior Contract Management Analyst we are looking for shall have the ability to:
- Prepare contract analyses
- Develop operational performance metric and exceptions monitoring reports
- Prepare contracting documents to ensure cost-effective and efficient procurement of products and services
- Consult with Procurement Contracting Officers to recommend precise language based on data, facts, and recommendations
- Ensure policy compliance in all areas regarding rules, conditions, client authorization of fund distributions, and standards
- Demonstrate strong negotiation, presentation, contracting, communication (verbal & written), influence and leadership skills
- Implement strategic thinking and planning skills balanced with proven track record of delivering tangible results
- Set goals and define steps to achieve results
- Utilize standard productivity software applications (Excel, PowerPoint, Word, etc.)
- Apply knowledge of federal and Department of Defense contract laws
Job Responsibilities
- Implement training across the enterprise to ensure new IT service definitions are built and updated, and to ensure IT services are properly ordered and invoiced
- Advise and assist internal departments on innovative methods for solving unique problems
- Review contracts to prevent potential disputes and financial risks
- Write and analyze contract clauses, stipulations, obligations and liabilities
- Provide recommendations to and support for the COR Team regarding accuracy of invoices and their accuracy alignment for services procured and received
- Support managing, updating, and maintaining legacy contract CDRL portal or other government-directed tool, including the Acquisition Management System currently being deployed as NAVWAR’s enterprise repository for all CDRLs
- Lead strategic sourcing and supplier development activities
- Collaborate with Legal Counsel to ensure contract compliance (i.e., negotiate and review contract terms and conditions, including all legal requirements and policies, current and as amended)
- Lead cross-functional teams responsible for developing, implementing, and executing sourcing strategies specific to each client, to reduce cost and mitigate risk
- Manage and conduct procurement solicitations and enterprise-wide sourcing projects
- Prepare bid analyses and process specifications, tests, and reports
- Manage timelines related to bid/proposal via meetings, amendments, and notifications
- Conduct analyses, including demand, market, supplier, and value analysis
- Work with essential business offices and subject-matter experts throughout the enterprise to ensure new requirements are sourced in a timely manner
- Perform analysis and interpretation of various procedures and guidelines as they relate to sourcing of goods and/or services
- Support and improve supplier development programs, including supplier diversity and procurement sustainability programs
- Develop Service Level Agreements to effectively measure and manage supplier performance by building supplier scorecards and establishing regular supplier meetings to ensure supplier effectiveness
- Ensure compliance to Quality Management policies
Mandatory Qualifications
We are looking for someone with a:
- Master’s degree in Business, Business Administration, Supply Chain Management, Finance, Accounting, or other relevant field (or Bachelor’s degree plus four years of relevant experience)
- Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Contracts
- Minimum 10 years of relevant experience
(Master’s degree = four years of additional relevant experience)
(PhD degree = five years of additional relevant experience)
